I hear ya' Gem..because of the changes that have occurred just in my lifetime, my motto for years has been 'mind the kids business.'..we've made it such that, adults who do see a child or family struggling are afraid or uninterested to get involved..

The extreme example is of the little girl in NYC who was being cruelly tortured at home..neighbors, teachers saw that she was underweight, malnourished, going to school with filthy and inappropriate clothing..but no substantive intervention until she suffered injuries from her abuser requiring an ER visit..

The less extreme is the middle class, only child who loses her mother at 16..I adopted her as my lil sis at the time.....Rachel is now 27, and just graduated from the best film school in this country..it doesn't get better than seeing her happy, in a great relationship and productive..it took so little effort on my part..she just needed to know there was a woman who loved and believed in her after her mom..

edit: not boasting..just now am I witnessing the impact of our relationship
