No, FEMA is under Bush's control and the fraud and losses are FEMA's fault. Just like the 10,000 motor homes that sunk in the mud and became useless, and the semi-trucks full of relief supplies that were sent driving around the country in circles because no one was organized. Or the fact Bush and Delay cut the levee maintenance funding to send it to Iraq. Or the fact that there were almost no National Guard available, or Army Engineers.

But Bush did immediately give Halliburton a 500 million no-bid contract the day after Katrina. And his other priority was to cut environmental regulations. Those are the kind of moves Bushies love to make when disaster strikes. But caring for people or tax dollars? forget about it.

Bush also lied about the money he's supposedly sending for relief. That money is earmarked for the rich cronies only. You see, there has to be matching funds available so only reich towns and companies can afford it. The poor and middleclass get nothing.
