"But we don't live in a rational world."

I find it perfectly rational to use overwhelming force to overcome the power of the corrupt.

There is a very basic notion about influencing naughty human behavior that comes to mind. When a valued reward is available as an incompatible alternative, the best course is to simply ignore most naughty behavior which will likely disappear in the presence of the alternative rewarding circumstance. The exception is disruptive or aggressive behavior which has a goal outside the cultural goals of the cooperating group, in this case the concerns of the global community whether it be the interests of various groups or the humanity of the conditions in Iraq.

"Just ask your average criminal why they steal from others when they have the equal opportunity to train and prepare themselves to create that wealth on their own?"

We have done this and they respond with reason. "Because I am bad." There are of course unique circumstances for each that brought them to this outlook but it is clearly a choice of persona in the case of most heinous or career criminals.
