That's only if the hanging is done properly, which takes quite some experience.
The length of the rope and thus the drop must be closely matched to the weight; size and other characteristics of the body to accomplish that.
The rope too long, the neck gets too long as well.
Too short, the neck doesn't break. Calls for a lot of expertise, which only comes with volume training.
