Surely, not all, but the general overall perception is that most of them have no clue what democracy really can do for them... they've never been exposed, so they've had no opportunity to taste it... give someone freedom who never had it and you see a person who has no clue what to do... I'm not suggesting it's their fault, just that it's not part of their thinking...

(They want their own country, including the eastern third of Turkey and parts of Iran and Syria, as well as the largish chunk of 'Iraq' they have already.)
