In hind sight, it was a bad call. Not only did it leave people like Cheney and Rumsfeld with the idea that the worst thing is for the president to get caught, it also set the stage for the Republican party to be dominated by evangelicals. The party darn near died as a result of Watergate and the aftermath. A trial would have been the killing blow. As it is, a lot of moderates left the party. Ford and the other Republicans knew that a trial would kill the party.
