Curious what your source for this claim is.

Iraq is --- as everyone knows --- literally AWASH in munitions, artillery shells, etc., with hundreds of ammo dumps all over the place, and God knows what stored in people's basements, in secret, etc.

And, I've NEVER heard our military briefers make a claim of actual foreign-source IED threats that was *anywhere* near as large as the percentage you post.

(I HAVE HEARD our military briefers comment upon the Iranians being a source for specific *knowledge and techniques* used to build specific sorts of extra-dangerous, shaped-charge IEDs... but Iraq itself seems to have no need to 'import' military explosives.)
