A good friend of mine is a lawyer who specialized in riparian rights while an assistant attorney in the Arizona AG's office. He enjoyed talking to me about his cases partly because i was one of the few non lawyers he knew that could understand most of the legal concepts and ask questions that allowed him to expound. There is a canal that runs through Phoenix, and doing any of the above will result in an arrest. The city encouraged waste of water to ensure they would not diminish their water rights as other communities needs grew.
