How would I 'know' why politicians or insular dictators do foolish, misguided things?

Some people have suggested that Saddam thought the mere threat of hypothetical 'WMDs' would be enough to give him a measure of political and military POWER (& thus it was unnecessary to actually come up with billions that he no longer had to re-develop programs long abandoned or previously destroyed by decades of war and privation). In other words: something for nothing. A bluff.

But I could no more 'explain' to you why he would make a dumb decision such as that then I could explain to you why Bush II believed it would be fruitful to protect the Saudis and Pakistanis connected to the 9/11 attacks and extremist anti-American fundamentalist sects.

(Neither seems to be very wise decisions to me....)
