IMO, the reason penny stocks do a reverse split is because, one, they have sold too many shares already, two, institutional investors, for whatever reason, don't like large numbers of outstanding shares coupled with a "penny" stockprice, and three, because they are trying to raise the stockprice to "look better" for the major exchanges to acquire a listing above the pinks or the OTC.

Universal Ice Blast, the example I used before, fits all three.

No matter the reason, stockholders generally get screwed and nothing else is really accomplished, except facilitating a massive profit for criminal scumbags.
