Ichy...What would you have NATO do in Afghanistan, flatten every village that is even suspected of having Al Quaeda in or around it? If they did that the Tribal Chiefs would be lining up to get all their enemies killed by pointing fingers at whomever they didn't like. That has already been happening in Afghanistan and Iraq with factions using OUR troops to settle old grudges. In a War between Countries it can be argued that there are NO innocents, but in Iraq and Afghanistan we AREN'T fighting entire populations so we actually have to follow some rules and try to protect the innocent.
