It is intended for floating point. The closest to x86 compatible it can come is if each of the processors was SSEx. Which could be pretty interesting.

It is a Network On Chip(NOC). It is a fertile area of research, and needed for System On Chip(SOC) designs. Interconnect can consume more than half the power of a SOC design, NOC promises to reduce that considerably and increase performance and reduce the area of the chip required for routing. But, Pete doesn't like it.
