And one of the main features of the legislation was an effort to bring private-sector fragmentation and inefficiency to one of America’s most important public programs. So this guy thinks the private sector is innefficient, and presumably the public sector is less so? And he thinks the public sector (the government) intentionally introduced legislation which was designed to be inefficient? Why read the rest of the article when it has a sentence like that one? The author is clearly a nut.
