Actually there were civil wars in Iraq during Saddam's reign. He simply won the civil wars, killing hundreds of thousands of people in the rebel groups. So he didn't prevent civil war - he won civil war.

The present civil violence may end up in a civil war as violent and bloody as the ones during Saddam's reign, though that remains to be seen. At present the fighting is going on with rifles and IED's killing a few at a time at most. The civil war during Saddam's time involved regular army units with artillery, planes, helicopters, chemical weapons - entire villages could be and were killed off at a time.

Yeah, given his invasions of neighboring countries and continued claim to be the legitimate ruler of Kuwait (a province of Iraq according to him). One of his invasions led to a regional war in which a million people died.
