Yes, that was an interesting read, pretty much corroborating my earlier claim that lightning protection is (or at least was) just as much an art form as it is a science. The Cecil reference you pointed to was from 2001. I now find myself eager to learn what has been decided concerning NFPA-780 since that time, particularly with respect to the "proposed" NFPA-781 standard that would have made use of ESEs. Here's a photo of the ESE described in the Cecil doc from an outfit in Australia, Lightning Protection International Pty Ltd:

Stormaster ESE Air Terminal

* offers a selection of models from within it's ESE range of terminals
* All terminals have been tested to standard NFC 17-102
* Economical and easy to install

OK, after a brief search I find that there is a 2004 edition of the standard available for $35.00. Good grief.

The technical changes that are highlighted in this "ad" say nothing about ESE, but do include the following:

* A main conductor, solid strip, was added for Class II material requirements for ordinary structures exceeding 75 ft in height
* Taller air terminals can be used to increase the spacing on flat or gently sloping roofs;
* Handrails may be used as a substitute for down conductors
* Additional separation between ground rods is required where multiple ground rods are used
* Additional guidance is provided for those instances in which it is necessary to install the grounding conductor directly on bedrock;
* The section entitled "Surge Suppression" was entirely rewritten;
* Titanium strike termination devices may now be used
* The section entitled "Faraday Cage" was replaced with "Metallic Cage"
