JMHO - but China'a overtures in Africa seem to be directly linked to regimes controlling resources China wants to get at. Now you can claim some of America's increased interest in Africa is related to the increased flow of oil from west Africa from Nigeria south along the coast to Angola. Of course it is - Africa is becoming more geopolitically important because of that. OTOH America's health related aid is not aimed only at those countries from which American companies have oil contracts - which imo is the case with China.
