Look it up. Specifically the Congressional Budget and Impoundment Control Act of 1974.

The CBO data doesn't agree with you. Here is a link that shows it in a graphical format. But, you don't have to believe it, you can always go to the CBO itself and look it up.

Besides, your statement doesn't pass the smell test. The tax cuts were mostly in place 5 years ago. Yet it is only recently that the tax receipts have risen to the 2000 levels when Clinton was in power and was reducing the deficit.
