The chart is hard to read because it is compressed. It seems that the debt burden as a percent of GDP was in the 30% area during Carter's term. However, it rose during Reagan's and Bush's term to over 60 percent. Once Clinton came to office, it seems to have declined until Bush caused it to climb again.

Your statement that the current debt ratio is lower now than at the beginning of Clinton's term is correct. However, it appears higher now than when Clinton left office and the trend seems to be rising.

Am I reading your chart correctly?
