Maybe their order of importance changes, but not the "core values" themselves. I think you should revisit your means tests for money the govt takes from me and gives it to people you think it would help. The fact that it hasn't helped in 40 years should give you an indication that handing money to broke people results in broke people and people with money having less. How about drug tests for govt money recipients?
