That much is true. But it isn't true that Reagan had nothing to do with that. Reagan's military buildup didn't go completely without response from the USSR. And to the extent that they couldn't respond it gave more force beyond attempts to loosen up in certain ways, and opening up, opened up the regime to the forces that eventually led to its end.

I agree with you to the extent that I wouldn't support the idea that Ronald Reagan and his policies were the main force behind the end of the Soviet Union. But unlike some other cases where presidents get blame or credit for events that happen on their watch Reagan did have something to do with it.
