What can be better than "historically low," especially with a population that has recently surpassed the 300M mark?

Because the people who are writing the copy for these articles don't have a clue what the unemployment rate actually means and whether "historically low" moniker is appropriate. And even if it were true, a "historically low" unemployment rate may not be the wunderkind indicator that the term suggests.
