I think that is the case most of the time. I however soaked a few crispies in paint stripper and reused them one more time.

I had about 5 gallons of old exterior paint. I mixed it all together and put it on the greenhouse wall facing the heavy weather. Good way to get rid of it. The exposed pressure treated wood sucked it all up. The only thing is it's purple in color. I have some trim color left gray to repaint in spring.
