IMO, the EU negotiators may be right in this case. American farmers are typically conservative, and the Dems in Congress may want to help undermine them. If they were looking for concessions from Unions, the story would take a completly different spin.

I wonder how much the French farmers' subsidies have been reduced?

The EU trade negotiators might not want to discuss their attempts to rein in American companies by EU anti competitive actions. Of course changing the subject would be at eh top of their agenda. Exhibit one would be the bogus cases against Microsoft.
