Since we were talking about a *binary* choice (yes there is a formal declaration of war vs. no there is not a formal declaration of war) metaphorical interpretations hardly matter.

('Form over substance' sounds more like you are giving a theater review, then a simple 'yes/no' to the question of declaration of war --- a US Constitutional matter.)

Congress --- as per usual --- has wimped out and shirked it's Constitutional responsibility and duty.

(And... I could add that this is an *on-going* shirking of duty.)
