The conventional wisdom is that Bush's URGE TO SURGE (but not to do any actual work of course) is his desire to:

1. Run out the clock by having his minions claim the surge will take, conveniently, about as much time as is left in his presidency.

2. Thumb his nose and possibly other body parts at PoppyBush's Iraq Study Group which provided him the opportunity to get the heck out with some semblance of dignity...not much but some.

3. Try once again to show that he can do to Iraq what he did to the Rangers: use government power to enrich himself and his buds.

Ok, #3 is my idea but he's kind of limited in the 'what passes as success' arena.
