retirementliving.com you are ranked 27th. That puts you in the half that makes the upper half possible.


Strange. There's no post back from Harris refuting your claim, or rather the claim shown on your link. Could he have been using hyperbole again? I think so.

You missed this part.

For example the BEA counts capital gains taxes as "taxes", but does not count capital gains as "income" for various reasons.

In calculating the tax burden of a state, total taxes are divided by total income, as reported by the BEA. High-income taxpayers tend to increase the average tax burden -- just as including low-income taxpayers decrease it. This percentage is what is called the "nation's total tax burden."
