The subject has pretty exhaustively been studied. It is commonly agreed that he was just not scum bag enough to warrant enough of the Navy's attention to earn a Dishonorable Discharge. An Honorable Discharge would have warranted a review in the Carter Administration.

The real reason why Kerry refuses to sign his form 180 to allow his military records to be reviewed is not known. If his General Discharge were the worst thing in his record, he probably would have signed long ago.
