Like what? Clinton was busy reducing defense spending and taking credit for a "peace dividend." When the Cole was bombed, all Clinton did was pass the buck to his successor, probably because he felt he couldn't do anything as a lame duck.

Bush at least saw the need for national defense. Too bad his initial priorities reflected that of the Cold War.
