I think the 70% number was a Bushie fell-good stat, maybe rounded up from the above, touting his "ownership society".

Of course, anyone with a mortgage is only PRETENDING to own a home, the LENDER owns the home, all they really own is the debt to eventually pay for the home.

"43 percent of the COUNTY'S households." It's just San Diego County that that refers to.
