But you didn't point out *anything* that would make it ANY different for any particular Prez.

(Obviously, they ALL swim in the same political ocean, must deal with entrenched power centers, etc., etc., etc.)

And not... I said 'nearly all'.

(Obvious, Lincoln's or FDR's situations might be regarded as somewhat atypical....)

Restore impoundment. Democrats in Congress took away the right of the President to not spend money it had appropriated during the Ford Administration.
