I'm aware of the history, as well as the Supreme's ruling.

IMO, if anyone wants to actually get *serious* about chronic government deficit spending and endless bureaucratic growth you have at least two structural fixes to consider:

1) PAYGO budget rules (minor fix, at best. Ignores too many huge spending programs, including all 'off-budget' trickery such as the annual war supplementals, SS & Medicare CPI adjustments, etc.)

2) Balanced Budget Constitutional amendment --- the *only* effective fix I can see.
