I'm aware of the history, as well as the Supreme's ruling. IMO, if anyone wants to actually get serious about chronic government deficit spending and endless bureaucratic growth you have at least two structural fixes to consider: 1) PAYGO budget rules (minor fix, at best. Ignores too many huge spending programs, including all 'off-budget' trickery such as the annual war supplementals, SS & Medicare CPI adjustments, etc.) 2) Balanced Budget Constitutional amendment --- the only effective fix I can see.
