What about conquest? Make Iraq another state of the USA, but of a different variety without rights of migration. A protectorate or what have you. Just unload the USA constitution onto them and start enforcing USA laws. Since it has been run by conquest for hundreds of years, it's fair game to whoever gets to be the toughest. The Ottoman Empire had it for a long time. The British Empire for a short time. Saddam and somebody before him for a while. I don't see why the USA couldn't just annex the place. Maybe divide it up into 3 self-governing entities reporting to a federal subset of the USA. Or, my favourite, reconstitute the UN into a NUN and do it like that. Iraqis must be ready to support something a lot more organized and civil than what they are suffering now. Mqurice
