That's "apples and oranges" when it comes to Baghdad and Iraq. 80% of the violence is there. Plus, it is centrally located, and really dominates the country.

We have done a lot of "clear" in the past, but not much "hold." And we intend to do more of that this time, so I think we can get at least a temporary cessation of most of the violence there.

I think our biggest problem is still the "ROE." It looks like we have taken the gloves off as far as going after Syrians and Iranians in Iraq. How far we will now go after Sadr remains to be seen.

But I think we are still using "police" ROE for the Iraqis and our troops. This means the bad guys can still walk away.
