They were "responsible" before we invaded. We had neither the right nor the duty. Doesn't address the fact that they are responsible for the environment that they are currently building and creating. I wasn't discussing rights or duty. You're doing the old changeo subjecto trick... But I'll agree Saddam's regime was responsible for the miserable, tyrannical, enslavement of the Iraqi population and resultant destruction of the Iraqi economy and alientaion of the Iraqi people from the global community before we invaded. You got that right!
