Need negotiation by proxy. They should give power of attorney for other people negotiate in their behalf. When two people have a problem and hate each other. They can't seat and try to find a solution. They should find two neutral parties to negotiate for them. See, when you try to negotiate with someone you have long and hard hated, your mind don't see the situation objectively. Say Norwegians do the Israeli side and Canadians do the Palestinian case. For instance when the two Israeli were taken and a reaction was made without trying diplomacy, made the situation much worse. In such case the Norwegian and Canadians would be called to discuss: First guarantees for the treatment of the prisoners and access to them to the Canadians to check them out. Norwegians would convey that to the Israeli army, assuring them the men were OK. Israel won't harm Lebanese civilians in return. Canadians would bring the case of the captors, release prisoners and such. Israel doesn't negotiate with the captors. Canadians and Norwegians proposed to disentangle two soldiers case of the big issues. Try to get critical mass for their case, warning the Lebanese that the Israeli army is silly, has new PM who needs to show his power. Bad timing for the captors and would be tough to hold back the hard liners. The soldiers case was just a start on teaching both sides to talk rather than fire rockets and send the helicopters. IT is not to solve the whole problem.
