I'm not sure it is. Foreign relations- overt and covert- are the things which lead to wars. These strands are intimately connected. It was CIA support that brought Norriega to power, and CIA support that ensconced him in his cushy billet, and which probably led to the problems we had in Panama with him later. It was Glaspie's HORRIBLE misdirection to Saddam which probably encouraged his invasion of Kuwait. You cannot discuss a war meaningfully, imo, if you ignore the causes, and the causes are almost always meddling (or foreign relations, if you prefer.)
