If terrorists use dirty bombs and the nuclear material is traced to a source, the Capital of that country is gone. As the proliferation continues, ID'ing nuclear material is getting more and more difficult. Who will agree to wipe out millions of people on a "guess?" And killing civilians because their leaders went nuts is neither moral or rational. "Never hoppen, GI." What would make sense in that scenario is to raid and kill the leadership. And that is what we would end up doing, IMO. No need or use for nukes in that situation. I think the best thing we could do in Iran if the spark is lit is to have a list of exactly where all the top Mullah's live. Better to wipe them out than try to destroy property where bombs are, maybe, being made.
