I believe that it's possible this is more of a 'pass the buck' manoeuver, i.e., making sure that the denouement is handed off to the next poor slob unlucky enough to have to sit in the WH and deal with the consequences that have been set in motion by all this amateurish foreign policy. (Thus permitting Bush II, and his true-believers, to go to his grave claiming 'it wasn't anything I did... it was that next bozo who screwed it up. Everything was fine when I left!') Ah, denial --- not just a river in Egypt anymore....
