Yes, it seems that while it is now acceptable to "admit some mistakes" (something never done in 2003-2005), the Administration just cannot accept a course of action that smacks of "cut and run". They have made that term (as simplistic and stupid as it is) a catchphrase for ANY redeployment strategy, even one that would put our troops on the edges of the struggle between Sunni and Shiite, guarding the borders while the seemingly inevitable partition of Iraq takes place within the Country.

Although, I am not so sure that after the "surge" proves untenable, either militarily or politically, that we won't see our troops pulled out of Baghdad and Anwar...back, back, back while the bloodletting goes on within.

It won't be called "cut and run". It will be called something like: "National Determination".
