We were discussing the executive branch's right to administer. Your criticism of a former President was not part of my discussion.

The Constitution dictates that any spending bill must originate in the House of Representatives. It authorises the Executive Branch to spend the money allocated. Presidents impounded funds as a way to manage government waste for many decades prior the democrat Congress taking the right away during the Ford Administration.

Even in business the inmates would prefer "running" the asylum without adult supervision. Unions try to set up structures and rules to prohibit management from managing. Even in non union shops employees stage walk outs. Congress is no more responsible than other large groups of people. It is worse, because they believe that incremental spending is not a big thing.
