You should not pay much attention to those numbers at the La Griffe du Lion site. The numbers, especially the ones from Africa, are almost meaningless in measuring human intelligence, because IQs depend heavily on early childhood nutrition and pre-natal care. In Africa you have severe malnutrition, especially in childhood, and this is the key reason of low IQs and also of such a variability between countries. There is also lingering malnutrition effects in adults that experienced traumatic wars as children, such as South Korea, etc. Finally, the way IQ is measured is not standardized across countries.
