No. My mistake. I was reacting to the word 'threat'. I don't think of a nation state when you use the term 'terrorist threat'. I think of individuals or groups as 'terrorist threats'.

Iraq has never been a terrorist threat. The president of Iran made some weird comments about training terrorists (martyrs) a while back; but I don't even think of that as a terrorist threat by a Nation.
