Well I see what you mean but I don't view it quite like that. I saw Saddam and his regime as one sort of entity in control over Iraq. I found Saddam to be very threatening including the reports of his support for suicide bombers. I see Khaddafi of Libya in a similar way but he has quite a bit more autonomy in his rule over Libya. King Housein of Jordan is at the other end of that spectrum, being much more accountable to the population.

In a monocultural country where there is complete support of the ruler (like N. Korea) that makes even more sense. Even then it is the ruler more than the entire culture that becomes the sponsor; which may be why the term 'regime change' has come into popular use by political groups.

Even by your definition of state sponsored terrorism, my answer would have to be 'No,' at least not in the near term.
