Not having any but wishy-washy, 'rubber ruler' benchmarks... what are the odds of that?

(NOTE: the Shiite-majority government, along with their Kurdish allies, have *no intention* of sharing oil wealth with the Sunni... and they certainly have no intention of militarily cracking down on their own militias. Score that one up in the 'pure fantasy' category, only suitable as a bedtime fable for kiddies....)
