No it wasn't. The biggest reason was the government was thoroughly corrupt and the aid we were sending was used to line pockets instead of going where it was intended.

The reduction of support for the ARVN was a big reason while Saigon fell. Perhaps the funds were not 100% cut off before the fall but they were reduced, and other forms of support (notably air support which helped crush the "Easter Offensive" after the US had pulled out most of our ground forces) had been eliminated.
