In the interest of full disclosure, Arkansas took in a greater number as a percentage of population than Texas did. We had greater absolute numbers, but not as a percentage.

Over history Arkansas has opened their lives to anyone needing help. Remember the Vietnamese evacuated? Ft Chaffee.

Texas took in more Katrina refugees, Arkansas took in more per population basis.

Maybe Texas isn't that poor because it doesn't have a state income tax?
