Well... another way to phrase that would be to ask if you think it's an accidental series of screw-ups that produced the current state of affairs... or if it's the result of an intentional 'mastermind-type' policy by all-knowing, all-seeing covert forces. :-) Either way, we are where we are, here in the present. With the options that the current circumstances present to us, and also the constraints....
