No doubt. It's stall and damage control.

The consequences of cutting-n-running

Leaving Iraq is more like punting after the previous plays didn't work out. Iraq is not the central arena against Al Qaeda.

"The consequences of cutting-n-running are much greater than even the current bloodshed in Iraq."

Other than mouthing the above, I don't really think Bush DID address the conseqences. What, exactly ARE the conseqences, in your mind? I believe all Bush is concerned with are the consequences to his self-image and hubris if he LOSES.

CJ, > There have been plenty of proposals on the table

Bush already addressed some of them in his speech last week. The consequences of cutting-n-running are much greater than even the current bloodshed in Iraq.

Bush didn't know the consequences of invading Iraq; why would you think he knows what the consequences of withdrawing will be?

Though personally I think Bush has given himself maybe another six months to a year to straighten things out with a surge. After that, he'll spend the last year of his presidency in a quiet phased withdrawal, "mission accomplished" or not.

Sorry, but I am not as gullible as you are. Most people figure he will come up with a new plan once the surge fails.
