Saddam needed to be thoroughly inspected and disarmed. That is not the same as invading Iraq and occupying the country.

The easiest way to have Saddam thoroughly inspected and disarmed and have him stay that way is to do exactly what Bush-Cheney did. All of the independent study groups concluded as much.
