Rice was promoted because of her skin color and undying loyalty to Bush. Also her willingness to openly lie. She was never qualified in the least to be National Security Advisor. She was warned many times of impending Al Qaida attacks before 9-11 and did absolutely nothing. Do the math. It's no secret that the GOP, which runs racist ads against people like Harold Ford, always likes to have its 1% black membership in highly visible roles. Powell was highly qualified, but Rice was not. PS: I'm sure DEms also do some affirmative action hiring, but Rice was not qualified. Big difference. Powell I had no problem with. Powell now opposes Bush's Neocon II war plans.
